Jobless Rate Worsens to 9.6% in August, Congress Needs to Act

The U.S. jobless rate worsened to 9.6 percent in August from 9.5 percent in July, with 54,000 jobs lost, according to the U.S. Bureau of Labor Statistics data out today. The private sector created only 67,000 jobs in August, far below the 150,000 jobs a month needed to keep up with the population and extremely far below the hundreds of thousands of new jobs needed each month to return to pre-recession employment levels. Government employment fell by 121,000, largely reflecting the loss of 114,000 temporary workers hired for U.S. Census 2010.

The number of people who are underemployed, which includes those who are too discouraged to look for work or are working part-time out of economic necessity, worsened to 16.7 percent from 16.5 percent in July. More than 26 million U.S. workers are without jobs or full-time work. The long-term unemployed (those jobless for 27 weeks or more) declined by 323,000 over the month to 6.2 million. In August, 42.0 percent of unemployed persons had been jobless for 27 weeks or more.

Jobs increased in health care (28,000); mining (8,000); and construction (19,000). Manufacturing employment declined by 27,000 in August.

Maybe when Congress gets back in town, lawmakers—especially those Republicans who repeatedly have blocked extending unemployment insurance and funding for jobs programs—can finally figure it out: The private sector is not creating jobs.

Discussing the “Be nice to us or we’ll quit investing,” threats by Big Business to Congress and the White House if they pass regulations to rein in corporate greed, Yves Smith writes:

Guess what? As we’ve indicated, big businesses were net disinvesting even during the corporate-friendly Bush Administration.

And it’s getting worse. Big Business isn’t creating jobs and yet corporate mouthpieces have the gall to attack unemployed workers. In one such screed this week, the Wall Street Journal published an op-ed slamming unemployment insurance. As former Labor Secretary Robert Reich wrote in rebuttal:

A majority of the jobless typically have moved from job to job before they failed to find a new one, or have held a number of part-time jobs.

So it’s hard to make the case that many of the unemployed have chosen to remain jobless and collect unemployment benefits rather than work.

And then there’s the not-so-small fact that there are more than five workers for every one job in this country.

As Reich writes, extending unemployment insurance is a basic action of a civil society. In addition, lawmakers need to move federal funding to create more jobs.

Mark Weisbrot at the Center for Economic and Policy Research (CEPR), is among many economists calling for more immediate federal aid to address the nation’s jobs crisis.

Republicans have successfully promoted the idea that we already tried a stimulus and it didn’t help. There are few, if any, economists who would agree. The non-partisan Congressional Budget Office estimates that between 1.4 and 3.3 million more people were employed by mid-2010, because of the stimulus.

The American public knows how such job creation can be funded: A clear majority of those polled favors federal spending to create jobs, and letting the Bush tax cuts for the rich expire.

AFL-CIO President Richard Trumka is calling on Congress to “take up and pass legislation that will create jobs and rebuild America, starting with the Surface Transportation bill, Clean Water Authorization, clean energy infrastructure spending, and expansion of nuclear power loan guarantees.”

We will not allow Republicans, who continue to say no to jobs, say no to unemployment benefits and want to privatize and cut Social Security, to derail our efforts to fight for a middle class economy. The future that we leave for our children depends on our success in beating back these barriers.

Today’s jobs data, combined with a new study showing that four of the five fastest growing occupations between 2006 and 2009 pay below the median wage ($15.95 an hour in May 2009) and a report that an appalling one in six Americans now is enrolled in an anti-poverty program, it’s long past time for Congress to act.

The last word goes to Reich:

A record number of Americans is unemployed for a record length of time. This is a national tragedy.

    I do not agree. I am for tax cuts and not government spending. Business does not want to create jobs because of the increase in taxes and the health care costs that are coming. Private business is the only way to make lasting jobs. So we cut the corporate tax to 11% and have a flat tax of 11% for everybody. That way everybody pays and that means the rich. No loop holes for the rich .

      Are you kidding me? You must have drunk the Glenn Beck kool-aid, sweartogod. Businesses are shedding jobs. Government is needed to jump start the transition to the green economy that is coming, with millions of new union jobs in public transportation, rail, associated MANUFACTURING industries (like steel) and renewables. The market won’t do it, baby. Read your history. There was something called the Great Depression in the 1930s. Remember, a Republican President who thought the market would correct tself? Oops, that didn’t work out too well, did it? Followed by the New Deal. Where a Democratic President teamed up with the labor movement got us out of it. Yep, I’m pretty sure the government might have had something to do with it. Wake up, people!

        You are not reading history right. Government spending never got us out of the Great Depression. We had double digit unemployment all during Roosevelt Administration. Only the war got us of the Depression. You get brainwashed by leftis liberals who think government is the answer to everything. The Soviet Union did it your way and ended up in the trash bin of history.

      Ten years of Bush authorized tax cuts did not prevent this economic downturn. Diregulation only served to aggravate the current economic condition. The deficits were produced by a combination of the tax cuts
      and the ill conceived wars in Iraq and Afganistan. At least we are in the process of getting out of Iraq and with judicious planning we will get out Afganistan. Which is better than the plans that right wingers have for us.

    Government is not the answer. It’s the problem.

    Creating greater entitlement spending and laying the costs of increased taxes and mandated health care expenses on top of already struggling small businesses are what’s killing jobs.

    Printing more money to cover the debt that China et. al are less and less interested in scooping up devalues the few dollars individuals have to spend, constricts consumer confidence (spending and buying), which strangles business which kills jobs.

    And all you can come up with is the government needs to spend even more. You people are pathetic.

        Let’s dig a little deeper at real events. It was not “the glorious worker”, or the “fearless leader” who broke the back of the depression. In fact it was in great measure the lack of consumer confidence and their reduced participation that made what should have been a brief period into the decade long and self digging great depression it was.

        Smoot-Hawley, a Republican approach to protecting US farmers, manufacturers and industrialists was another government intervention that caused a tariff war that predictably had the reverse effect on the American economy. Had the government resisted intercession business and employment would not have experienced the sharp downturn it did following the signing of the act.

        Further government intervention came in the form of government projects such as the Hoover Dam and were continued under FDR’s New Deal which eased the unemployment figures but didn’t actually end the depression. Even FDR’s aid to China and Great Britain under lend-lease didn’t accomplish that. While a substantial improvement from the 1933 high of 25%, the 1940 unemployment rate was 15%.

        It was the shifting of over 16 million mostly men of employment age to the armed forces and war production at home that finally drove unemployment down to mid single digits where it has generally remained until 2009.

    Congress will not act nor will the President because they are both tethered hook, line and sinker to corporate control.
    And it’s not only about jobs as the American Prospect points out in their special Labor Day issue. The AP makes some excellent suggestions, unfortunately they require Presidential & Congressional action on behalf of American workers, and that’s NOT going to happen. Here’s the link…

      I’m not sure what your point is, but I also am a mailman, the “volunteer” goto guy for OWCP and the 3rd CDL for Louisians, which means I have spent a great deal of time connecting with Senators and Congressmen, both National and State. I know first hand that even though the Democrats don’t give us everything we want, it is the republicans that don’t care to cooperate on any level. Sometimes voting against someone or not voting at all is the same as voting for his opponent. Quite often it is voting for the lesser of 2 evils. Personally, I love Obama and the path he is going in and certainly hope that he can continue. Remember, we were on a seriously damaged ship and quickly sinking. You have to level out and make repairs before you can start rising again.

    It is high time that our beloved President and “his” congress commit the money necessary to fund a “massive” program of upgrading our highways, bridges, trains and other very important public works projects.

    The deficit isn’t as high on people’s agenda as the media tries to make it out to be. I know it is very important, but the Democrats have always overcome that problem once we got things back on track after the republicans tried to pour us down the drain so many times.

    Our deficit at this time is barely more than the Iraq war cost us. We were like a fighter plane that had been hit and was spiraling down out of control heading to the ground. And some very hard working people were able to pull the plane up just in time and they have worked very hard to do it, even though the republican in the back seat kept trying to push the stick forward.

    Let the president and his team get some repairs done and before long he will have the plane climbing once again. I sure hope all the hype on TV about the Dems being in trouble this November is just that.

      You have any idea how long that would take? The way the government works it will take years just to get started on these projects. I am all for it but it will take years before anything happens. I think I know a way. Pretend we just got attacked by some enemy and we need to moblise against this enemy immediately. We only act in this country under stress. I hope you know most of the big corporations will handle these projects. They will make money. Try not to hold that against them.

    These Reaganites have all of ‘their’ opinions laid our for them by Faux News. They are not worth debating. The working class will always somehow produce a few offspring who end up willing to torture, and kill for the rich for a few silver coins, or a pat on the back from the man. Their excitement level indicates that we are in for a fight. They complain about “Forcing health care on Americans” like health care itself is bad. They call universities ‘educational gulags’, and fight to prevent science and sex education for our teenagers, as a stepping stone to ending all public education, which they oppose and fear. The one ‘American’ value they cherise is complete ignorance. Even the leaders they palpitate for are bordeline illiterates.

    I attended 11 universities in 3 countries. Did they all brainwash me? They hate Muslims, probably because they brought universities and libraries and Mathematics to Europe, all of which they also hate, including Europe. If they could stop knowing everything long enough to learn something, we would all be better off. Stop fighting to close libraries and burn books, and open up a book instead. Read. Talk with people from different backgrounds. Travel. Open up your mind, and you might discover that our diverse human race actually still has a lot of potential. Evolve.
